IHRC Submits Input to the OHCHR on the Topic of Racism in Sport (February 2026)

In February 2026, the IHRC responded to the call of the UN Office of the High Commissioner for Human Rights following Human Rights Council Resolution 54/25 in preparation of the report “A World of Sport Free from Racism, Racial Discrimination, Xenophobia and Related Intolerance”.

The submission draws attention to the role of the Court of Arbitration for Sports (CAS) in combating racism in sports, and, in particular, to two issues: the first one is the fact that CAS arbitral panels continue paying little or no attention to international human rights law (IHRL) in resolving sports disputes, including in cases regarding the prohibition of racial discrimination. The second one is certain arguments by sport governing bodies (SGBs) to define racism and racist conduct solely based on their own regulations and not based on international human rights standards, a problematic approach that CAS has failed to correct.
