ADDRESSING THE CONDITIONS THAT MAKE TRAFFICKING POSSIBLE

The Problem

Human trafficking is often addressed only after exploitation has already occurred.

But trafficking does not happen in isolation. Poverty, housing instability, unsafe working conditions, discrimination, immigration-related fears, and limited access to trusted services can make people more vulnerable to exploitation. These same conditions can also make it harder to seek help.

When responses focus mainly on individual cases, they can miss the larger conditions that allow trafficking to happen.

Our Goal

Our goal is to prevent trafficking before it happens while improving support for people who experience exploitation.

A public health approach looks at the broader conditions that contribute to trafficking and asks what can be changed to reduce risk. This includes strengthening worker protections, increasing access to housing and services, supporting trusted community organizations, and addressing policies or systems that create vulnerability.

It also means making sure people can seek help without unnecessary fear of arrest, detention, immigration consequences, or other harmful responses.

The Impact

A public health approach allows communities and governments to respond earlier and more broadly.

Instead of measuring success only by arrests, prosecutions, or the number of trafficking cases identified, we can also look at whether people are safer, workers are better protected, services are easier to access, and communities have the resources needed to prevent exploitation.

At SJI, this approach guides our work with survivors, service providers, community organizations, and government partners. Our focus is not only on responding to trafficking after harm occurs, but also on changing the conditions that make exploitation possible.
