Councilmember Hugo Soto-Martínez and Traci Park Introduce Motion to Prevent Human Trafficking in Post-Disaster Recovery

 

LOS ANGELES, CA — On June 27, 2025, in response to growing concerns about human trafficking and labor exploitation following the January 2025 wildfires, Councilmember Hugo Soto-Martínez and Traci Park introduced a motion aimed at preventing human trafficking in the aftermath of natural disasters.

"Human trafficking often thrives in the shadows of disaster recovery, especially when there is little oversight and demand for labor is high," said Chancee Martorell, Executive Director of Thai CDC, “We must ensure that our rebuilding efforts do not come at the cost of human dignity."

The motion cites research showing that up to 32% of workers involved in post-disaster construction efforts have experienced labor trafficking, including withheld wages, illegal recruitment fees, and threats of violence. It calls on the City’s Chief Legislative Analyst, in coordination with other departments, to review the best practices developed by Los Angeles County and recommend how similar efforts can be implemented at the City level.

Recommendations include increased public awareness, training for emergency responders and city staff, and stronger protections in city contracts to prevent exploitation. This builds on the County’s work after the Eaton Fire and helps make sure the City is part of a larger effort to prevent trafficking across Los Angeles.

"Communities recovering from disaster need more than rebuilding. They need protection," explained Paloma Bustos, Policy Associate at the Sunita Jain Anti-Trafficking Initiative. "This motion brings us one step closer to a recovery that is safe, fair, and informed by the realities people face on the ground."

Advocates who have been pushing for these protections say they are encouraged to see the City finally taking action and recognizing the urgent need to prevent trafficking during disaster recovery efforts.
